Dominic Spacie

Dominic Spacie is a Consultant at Dentons, specializing in Infrastructure Law. He was a partner for 20 years and has extensive experience in concession‑based project finance, with a specific focus on infrastructure and energy projects, and public‑private partnerships (PPPs).

Dominic has advised banks, sponsors, borrowers, investors, and the public sector on all aspects of project financing, including project‑related documentation and debt and capital market solutions. He has worked on a large number of international PFI/PPP projects across transport, power, water and wastewater, social infrastructure, defense, and telecommunications sectors. Notable matters include advising the Rwandan government on the Rwanda Airport PPP, advising lenders on the financing of a cruise pier in Antigua, advising a sponsor on the Blue Line PPP rail project in Nigeria, and advising lenders on renewable (wind and solar) projects in the Cayman Islands, Jamaica, and Guatemala. He has also advised on UK hospital PFI projects, the Thames Gateway Bridge, the Galileo satellite project, the Millennium Wheel, and African infrastructure projects in Kenya, Uganda, Rwanda, and Nigeria. He spent nine months on secondment to the in‑house legal department of the European Bank for Reconstruction and Development, advising on debt and equity investments in Eastern Europe.

Dominic holds an MBA from Cambridge University (1986) and completed his CPE at The College of Law (1987). He qualified as a Solicitor of the Senior Courts of England and Wales in 1990.
