Andrew Barber

Andrew Barber is a Partner in the firm's Regulatory & Investigations practice group, based in the London office, practicing in Compliance Law. He has a broad range of expertise across the UK's regulation of retail financial services and fintech, with a focus on payment services, consumer credit, and mortgages.

Mr. Barber advises on the setup of financial services businesses in the UK, including regulatory perimeter and FCA authorizations, the development of new products and services, distribution, compliance and governance, and implementation of regulatory change such as the Consumer Duty and the Senior Managers and Certification Regime. He has worked on strategically important matters including group reorganizations, large-scale remediation projects in the consumer credit market, and regulatory investigations, and has advised on ongoing access to cash for retail and small business customers. He has led both the unsecured consumer credit working group on the implementation of the Consumer Duty and the mortgages working group on LIBOR transition for a UK industry association.

Andrew holds an LLB and a BSc from the University of Adelaide (2000), a Graduate Diploma in Legal Practice from the Law Society of South Australia (2001), and an MBA from the University of Adelaide (2004).

He is recognized by Chambers UK as a ranked lawyer in Financial Services: Payments Law (Band 3, 2025), described as "a very good, reliable lawyer with strong knowledge in the payments space" and "very commercial," and by Legal 500 UK as a "truly exceptional financial services lawyer."
