Andrew Finfer

Andrew Finfer is Counsel in the Competition practice at Dentons' Glasgow office, specialising in Competition Law. He advises on the law of public procurement, state aid and subsidy control, and cartel and merger control, representing both public and private sector clients.

Andrew has significant experience advising central government departments, local authorities, utilities and development bodies on procurement strategies for major infrastructure projects valued up to £10 billion. He has been involved in novel collaborative procurement strategies to address market dominance issues and has represented undertakings before the Competition Commission. He has also secured 100% reductions in penalties for cartel participants through leniency programmes. Andrew was part of the leadership team that successfully campaigned for the abolition of £125 million in backdated non-domestic rates liability for UK ports, liaising with Cabinet Ministers and Parliament on drafting primary and secondary legislation.

Andrew holds a BSc in Economics from University College London (1978) and a Postgraduate Diploma in European Communities Competition Law from King's College London (2001).
