Katie Scuoler

Katie Scuoler is a Counsel in the Planning and Public Law team in London, advising on all aspects of planning law with a focus on large-scale residential-led developments, planning agreement negotiations and compulsory purchase. She is a specialist in infrastructure projects, particularly rail, advising on Transport and Works Act Orders and Compulsory Purchase Orders.

Her experience includes advising on the Begbroke Science Park development (2000+ homes), the North Essex Garden Communities project (up to 26,000 homes), the Skipton House redevelopment in Elephant and Castle, and the Greenwich Peninsula Masterplan (12,000+ residential units). She has advised Network Rail on the Ordsall Chord TWAO and the Chart Leacon operational railway facility, and has worked for clients including Sainsbury's, the Royal Borough of Greenwich, Eastbourne Borough Council and the London Borough of Southwark on planning agreements, compulsory purchase orders and highway matters.

Katie holds a degree in Geography from the University of Durham (2006) and completed the LPC at Kaplan Law School (2010). Prior to qualifying as a planning lawyer, she gained practical experience as a local body transport planner and planning consultant on large-scale redevelopment and highway schemes.

She is ranked as a Leading Associate by The Legal 500 UK (2025–2026) and previously recognised as a Rising Star in 2024.
