David McGowan

David McGowan is a Counsel in Dentons' Competition practice, based in Glasgow, specialising in public procurement and government contracts. He has extensive experience acting for public bodies, utilities and bidders on regulated procurements, and also advises on subsidy control, state aid, UK merger control, NSI issues in the context of procurements, and grant funding matters.

He has advised a wide range of UK government departments, including the Ministry of Defence, the Cabinet Office, the Foreign, Commonwealth & Development Office, the Ministry of Justice, the Department for Energy Security and Net Zero, and the Department for Education. He also advises Network Rail on complex infrastructure procurements and multi-billion-pound framework agreements across the GB rail network. He has been involved in landmark procurement litigation, including Healthcare at Home v. The Common Services Agency, a leading UK case on procurement transparency.

He holds a Bachelor of Civil Law from Hertford College, University of Oxford (1998), a Diploma in Legal Practice (1997) and an LL.B (1996) from the University of Strathclyde.

He is accredited by the Law Society of Scotland as a specialist in public procurement law, serves on the Editorial Board of the Public Procurement Law Review, and is Treasurer and Membership Secretary of the Procurement Lawyers' Association. He is ranked Band 2 for Public Procurement by Chambers UK, where he is described as a "seasoned and trusted adviser" and a "very, very, good lawyer".
